Despite past and ongoing efforts, Uganda has not yet reached the threshold for climate change resilience and disaster risk reduction. The remaining bottlenecks to reaching a minimum threshold are:
- Policy gaps related to integration and provision of funding for climate change response and disaster risk reduction policies and legal frameworks.
- Gaps in policy implementation capacity i.e. planning, mainstreaming, coordination, monitoring and evaluation.
- Weak capacities for adoption and adaptation of emerging technologies and methods for low carbon emission and climate change resilience.
- Weak public response to climate change and disasters.
The main objective of the project is to ensure that natural resources management and energy access is gender responsive, effective and efficient, reducing emissions, negating the impact of climate-induced disasters and environmental degradation on livelihoods and production systems, and strengthening community resilience. And it will strengthen the following:
- Policy response, with special emphasis on integration, resourcing and provision of incentives and deterrents measures.
- National policy implementation capacities with emphasis on partnership building including enhanced role of the private sector, coordination between central and decentralized levels.
- Role, capacity, resourcing and accountability of Local Governments in the processes of domestication of technologies and good practices as community resilience to climate change and other disasters.
The project started in April 2016 and is expected to end in December 2020. Office of the Prime Minister (OPM) is the Implementing Partner. Responsible Parties include: Ministry of Water and Environment (MWE), Ministry of Finance, Planning & Economic Development (MFPED), Ministry of Lands, Housing & Urban Development (MLHUD), Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), Uganda National Meteorological Authority (UNMA), National Planning Authority (NPA).
